Webs is completely free. It follows the same standards as a regular website for the most part, so it's great to practice on.
I used to be on the staff, so yes, making things things on your own is important. Most designers aren't ok with people using their codes. If you ask for permission and change the layout substantially from what they had, it's fine.
It seems like most people start on sites like Myspace (I started on Xanga), but now that I've been doing this for so long I can tell you it's best to start with an actual website. Sites like Myspace and Createblog already have their own code that you need to override, and there are a lot of limits. I would sign up for an account at webs.com. I have some very basic website templates on my site, atomicaffliction.com, that you can use to start if you'd like.

Lol you bet u seemed pretty cool im just trying to figure out how to make my own div layouts -.- its kinda complicated u know....
